     In the Planning and Building Act (PBL), an extension is defined as a modification to a building that increases the building's volume.

Planning and Building Act (2010:900) Chapter 1, Section 4

      An extension includes any measures that increase a building's volume, regardless of the direction in which the increase occurs. This means that a volume increase upward, to the sides, or downward is considered an extension. However, adding insulation is generally not regarded as an extension. Similarly, converting an attic within the existing building volume does not constitute an extension (see Government Bill 1985/86:1, p. 501, 676 and Government Bill 2009/10:170, p. 152).

      The term "extension" existed in the older Planning and Building Act (ÄPBL) but was not defined in the legislation. It is now defined in the PBL. According to the preparatory work for the PBL, statements in the preparatory work for the ÄPBL can still provide guidance on the meaning of "extension," as can older case law (see Government Bill 2009/10:170, p. 152).

      In practice, it has been unclear whether certain measures, such as dormer windows, balconies, and terraces, should be regarded as extensions. Factors such as the presence of roofs and walls, size, proximity to the ground, and visual impression are considerations that the Land and Environment Court of Appeal (MÖD) may take into account when determining whether an action qualifies as an extension. Several rulings indicate that there is no absolute requirement for the space to be enclosed by walls.

Building a house extension in Sweden involves several key steps to ensure compliance with local regulations and successful project completion:

  1)  Initial Planning and Design:

       Assess Your Needs: Determine the purpose and scope of the extension.

  2.  Check Zoning and Planning Regulations:

  3.  Obtain Necessary Permits:

      Building Permit (Bygglov): Most extensions require a building permit. Submit your application with all necessary documentation, including architectural drawings and project descriptions.

  4.  Technical Consultation and Inspection Plan:

  5.  Appoint a Certified Inspector (Kontrollansvarig):

     Certification: Hire a certified inspector responsible for overseeing compliance throughout the construction process.

       Starting Clearance (Startbesked):

       Approval to Begin: Obtain a starting clearance from the building committee before commencing any construction work.

  6.  Construction Phase:

       Adhere to Plans: Ensure that construction follows the approved plans and inspection protocols.

     Regular Inspections: Conduct inspections as outlined in the inspection plan to verify compliance with building standards.

  7.  Final Inspection and Completion Certificate (Slutbesked):

       Final Consultation: Participate in a final meeting with the building committee to review the completed work.

       Completion Certificate: Receive a completion certificate, allowing the extension to be officially used.

Additional considerations include preserving the integrity of load-bearing walls, ensuring adequate insulation, and minimizing disruptions to your daily life during construction.
